This has caused year-to-date grain barge tonnages through the locking portions of the rivers to fall below the three-year average and last year, according to USDA.

The wet spring has led to expectations of higher prevented planting acres than normal. Those farmers could lose out on trade-aid payments if USDA structures the aid program based on actual production as the department did in 2018.
